What the Alliance is
The Sol Alliance is the supranational governing body of the human sphere, established immediately following the System apocalypse. It is not a planetary government. It is a solar-scale regulatory framework that binds Earth 2.0, Luna, Mars and the orbital habitats under a single charter.
Local governance (city-states, district councils, station administrations) retains autonomy over municipal law, taxation and policing. Local law is subservient to Alliance law: a city may ban a specific weapon; a city may not ban a Sol Fortune 15 corporation from operating within its borders.
Governance
The Alliance is a technocratic oligarchy, governed by the Sol Fortune 15 — the fifteen corporations each founded, in the first years of reconstruction, by one of the original fifteen apocalypse survivors. The Chief Executives of the SF15 corporations serve as the Alliance’s effective Security Council, holding permanent seats with veto power over Solar Law.
Resolutions of material consequence are issued with a public vote record; abstention is itself a recorded position.
Core tenets and jurisdiction
The Alliance enforces the Core Tenets — macro-laws governing System usage, inter-planetary trade, and baseline civil rights. Domains actively legislated at Alliance level include:
- System usage and registration — thresholds, licensing, prohibited applications.
- Inter-planetary trade — tariffs, embargoes, transit rights.
- Incursion response — authorisation of cross-planet military engagement.
- Labour standards — work-hour ceilings and rights of the unranked population. Heavily lobbied by Aurelia Inc, whose labour acts are cited as the primary civil-rights floor for non-System citizens.
Tier system
The Alliance recognises a tiered hierarchy of corporate and personal influence. The top strata are held by the Sol Fortune 15 main lines; subsidiary lines and affiliated firms sit lower on the index. Heirs of SF15 subsidiary corporations sit in the tier 6–7 band, by self-report:
